The Massachusetts Department of Unemployment Assistance has completed building its online platform to accept applications to the Pandemic Unemployment Assistance Program. You can find the application here:

Pandemic Unemployment Assistance (PUA) provides up to 39 weeks of payment to workers not traditionally eligible for unemployment benefits (self-employed, independent contractors, workers with limited work history, and others) who are unable to work as a direct result of the coronavirus public health emergency. PUA is part of Section 2102 of the federal CARES Act, signed into law March 27, 2020.
